Zoe8 DC-area jurisdictions

Filter every property by what its zoning allows.

Name a use and pick a jurisdiction. Zoe counts the properties whose zoning allows it, and can narrow that count to the ones near an address and, where we hold the records, by who owns them. Every answer carries the ordinance section it came from.

The problem · Loudoun County example

A word is not a use.

An example from Loudoun County, VA. The search at the top of this page answers for the jurisdiction you choose there.

You search the word you say out loud. The ordinance is written in its own vocabulary, and the gap between the two is where the answer goes wrong. In Loudoun County, VA, “brewery” is not one use — it is 2, and they do not agree with each other.

Ordinance useBy rightApproval required
Brewery, Limited503 properties13,602 properties
Craft Beverage Manufacturing503 properties742 properties
Pick the wrong one and you are out by 12,860 properties. A tool that silently chose for you would be confidently wrong, and you would have no way to tell. Zoe returns both, marks the word ambiguous, and makes you choose — because the ordinance really does define two different things and it is not our place to merge them.

>where can I put a gym in Loudoun County, VA
Zonescore synonym  “gym” is our word, not the county's. The ordinance calls it Health and Fitness Center, and that is the term we search, cite and quote.
An establishment offering or providing facilities for, and instruction in, general health, physical fitness, and controlled exercises including weightlifting, calisthenics, and aerobics. A Health and Fitness Center may include a spa or sauna as an accessory use.Chapter 12, Definitions -- Health and Fitness Center

0 properties
Allowed only with a discretionary approval — a hearing, and a decision that can go either way.
These three columns are separate sets of districts, so they add up: 20 districts and 2,822 properties in total. We keep them apart because “allowed” and “allowed if a hearing goes your way” are not the same answer, and one blended number would hide the difference.

Counts are mapped properties in each district. A district can read 0 — TCC allows it, and no property in this index sits there. That is a real answer, not a missing one.
5 of these districts are planned-development districts (PD-AAAR, PD-CC(RC), PD-MUB, PD-RDP, PD-SA). There, the ordinance hands the specifics to an approved development plan, and every plan is negotiated separately — so a single number for setbacks or height would be fiction. We say the plan governs, name it, and send you to the county. An honest referral is a delivered answer.

The vocabulary · Loudoun County example

Our word. Their term. Their definition.

An example from Loudoun County, VA. The search at the top of this page answers for the jurisdiction you choose there.

13 search words are mapped in Loudoun County, VA. 5 we derived from the ordinance's own definitions; 8 are ours — words a person actually types that the code never uses. A synonym of ours is always labeled as ours, and it is only accepted when the native use's own definition covers the thing you searched for. Finding the law is not changing it.

casino refused No mapping. We return unknown_use — we have no basis for this word, which is a different statement from “the ordinance allows it nowhere”. Guessing a use here is how a tool tells you the law forbids something it simply never read.

Every answer has a citation

Not a source list at the bottom of the page: a section on each district in the answer, so you can open the ordinance and check that one line.

Editions, not “last updated”

Each answer names the edition of the ordinance it was read from, so a stale reading shows its own date instead of hiding it.

“We have not read this” is an answer

A zone we have not read is counted apart from a code that is silent, and a word we cannot match is never reported as a use the law forbids.

The edge · Loudoun County example

Where the answer stops.

An example from Loudoun County, VA. The search at the top of this page answers for the jurisdiction you choose there.

Loudoun County, VA carries 35,351 mapped properties. 26,126 of them sit in districts this index cannot answer for, and they are two different situations that we refuse to blend into one number.

PropertiesWhy there is no answer
17,914 Another government writes the rules. These sit in excluding the incorporated towns, which run their own zoning — we do not answer for them because the county's ordinance does not.
8,212 We have not read those districts yet. Work not done, stated as work not done. It is not a claim about what the law permits.
Every count on this page is a floor, not an estimate. Nothing here is extrapolated from a sample and nothing is rounded up. If we have not read it, it is missing from the count rather than guessed into it — which is why our numbers are smaller than they could be.

What you get

Three tools, one engine underneath.

They differ by scope, not by data: the same properties, the same ordinance readings and the same citations, asked three ways.

Any use

Reverse search

Name a use and a jurisdiction. Get every zoning district that allows it, grouped by district, with the section that says so.

Owner filters

Narrow a count to the properties near an address, then by who owns them — where we hold the records to answer it.

  • Held 20+ years: searchable in 5 of 8
  • Absentee owner: searchable in 3 of 8

What you pay for

The counts are free. The list is not.

Everything above — the districts, the citations, the counts — costs nothing and always will. What $49/mo buys is the other side of the count: the 2,822 individual properties themselves, with owner and mailing-address filters on top, so a list you can actually work becomes a list you can actually call.

The 2,822 rows are not on this page. We do not send them to your browser until you subscribe, so there is nothing here to reveal — the addresses are the product, and you get them when you buy them.

Coverage

8 jurisdictions, read one at a time.

2,008 ordinance uses across 1,005,698 mapped properties. Each county's code is read on its own terms — its districts, its use names, its tables — which is why this list grows slowly and why every row below is a different answer rather than the same one repeated.

Yes: a search on this page can apply it in that jurisdiction. Counted, not searchable: we count it for the whole jurisdiction and cannot yet combine it with a search. Not loaded: we do not hold that record for the jurisdiction yet. Searching by use works in all 8. Measured 2026-09-11 from our property records and published index; the filters on this page re-check them on every search.

Arlington County, VA is marked “not offered” rather than given a date. Property lists are not offered for this jurisdiction. The positioning report does work here. We will not take money for a product we do not offer, and we will not promise a date we cannot keep.
