The RF-1 zone is the lowest-density Residential Flats zone, allowing single-family and two-family flat buildings. It appears primarily in historic neighborhoods such as Capitol Hill, Columbia Heights, and Petworth, and two units per lot are permitted by right. The RF zones generally allow flat-style buildings (horizontally stacked units) rather than detached houses, and are governed by lot occupancy rather than floor area ratio -- see the development standards.
