The Legacy Comprehensive Design (LCD) Zone recognizes former Comprehensive Design Zones established before April 1, 2022 for which a Basic Plan, Comprehensive Design Plan (CDP), or Specific Design Plan (SDP) was approved under the prior ordinance. Development proceeds through the three-phase design-plan review (Basic Plan, then CDP, then SDP); the approved Basic Plan fixes the general land-use types, land-use relationships, and minimum land-use quantities, and base density/intensity may increase within the prescribed ranges in return for public-benefit features. Permitted uses and development standards are therefore property-specific -- they are governed by the individual approved plans and by the standards of the zone the property held before it was placed in the LCD Zone, not by a countywide use or dimensional table (Subtitle 27, Sec. 27-4205(c); transitional provisions Sec. 27-1700, incl. Sec. 27-1704(g)). No property may be rezoned into a Legacy Zone after April 1, 2022.
