The Residential Planned Development (R-PD) Zone is a Planned Development zone established for a specific property by a Planned Development Zoning Map Amendment (Sec. 27-3602). Its standards and permitted uses are NOT set by a countywide table: the District Council adopts a PD Basic Plan and PD Conditions of Approval by ordinance, and Sec. 27-3602 makes those documents the zoning text for the zone. Two properties in the same R-PD Zone can therefore carry different height, density and use permissions. "Conditional" means the use generally requires a public hearing or special-exception approval — a very different timeline and risk profile from a by-right permit.
